Absolutely.
Unfortunately, the United States Government is not known for its good taste, only for its dedication to the pursuit of happiness -- and dried milk and veggie oil make a lot of people happy.
The FDA is not a ';flavor police;'; their intent is to keep foods safe for consumption. If the companies were using, say, ketchup and battery acid to make chocolate, then they would have a problem. Til then, it's just a matter of a market economy where the profit is more important than the product. They need to label it as something other than chocolate--chocolate substitute maybe, cause it ain't chocolate. And I won't buy it. Report Abuse

Regardless of what the public thinks, the FDA will permit them... and we lose yet another food that we could always count on for quality and taste.
If it happens, I'll be buying my chocolate from Europe.
The EU and European chocolate companies have already convened on that and agree if it has no cocoa butter, it can't be called chocolate.
If they don't use cocoa butter, it isn't chocolate.
